The old city hall was a smaller (normal-sized) nondescript building with a bronze bull sculpture in front of the entrance gate. This one did away with the sculpture but the entire roof is in the shape of a bull's horns.
The Australian Capital Territory has no local governent, with local government functions (land rates, municipal services, etc) done by a department of the Territory government.

The Territory and Municipal Services building is a completely anonymous office building on the edge of Canberra which I can only find on Google streetview.
but several years ago the state governmant forced several local councils to amalgamate because they were seen as to small, so we have 3 local town halls now, and no reduction in rates to reflect any savings
