What don't you like about Clan of Embers?

It seems a little unfair to give this ability to only the orcs. Perhaps this should be made a function of the now underused Fort improvement. I was thinking they could get an extra bonus from it, but if their soildiers could build it while other civs still need workers then that would be enough. It would also be nice if a city built on top of a fort would start with walls and maybe even a castle, assuming you have all the right techs.
 
I think the Clan is balanced quite well. But one thing is really annoying: When some AI attacks you in the middle of the game and you have to raze his cities there will definitely be some other AI around to settle before you have a settler there.
Imho there would be an easy solution for this problem: The Clan needs a castle that can be built by orcish infantry and that spreads an amount of orcish culture, dependent on the number of military units in the castle. That could keep the other civs away until you have settlers.

allow workers under civs with the scorched earth trait to settle city ruins?
 
Perhaps their workers could build something like a Sprawling civ's settlements, but which could not become full fledged city hubs.

I still think it would be nice if forts could get their own cultural boundaries, dependent solely on the strength of the military units garrisoned there. This would would not be cumulative like culture in a city,as it only represents the territory that the current solders are able to secure. Perhaps a castle built in a city could have a similar effect. I tend to think that a fortress that is home to a huge army could control more land than an unprotected port.
