What happened to guilds since v32?

After installation of C2C v32 I've tried to continue v31 saved game and realized that although all guilds that was built are present, there are no related buildings in cities (automatically built thanks to guild in v31).
Now I'm playing v33 game and I see that this was not problem of importing an old game by v32, but this is norm. Guilds do not automatically build related buildings in cities, where the buildings was not present before.
So what is an guilds effect in C2C v32 and later?
 
I liked it better when they gave a free building. This helped later founded cities a lot. I know the problem is that guild go obsolete before their building is, but you can change the "free building X" to "+100% production for all building X in all cities" like SETI does.
