What happened to plains carrying aluminum (and oil)?

Ok, I KNOW aluminum spawned on plains in vanilla civ, but now they're gone! In fact, many of my games have less aluminum than the minimum thanks to the fact that hills and tundra are so full of other resources (or that tunra is rare since much of it is often tundra forests in the first place). So what happened and why?

As for oil, if it ever spawned outside usermade maps on plains, that musta been changed in an early civ3 patch. However, I still want to know why (thought I'm less hurt by this one).
 
I remember that it was a documented change for PTW that aluminium would no longer appear on plains (which I suppose makes sense if you consider where it is usually found). I have never noticed a shortage of aluminium - perhaps you play older, i.e. flatter worlds more often ?

I don't think there is so much Tundra forest either - I suspect that the AI civs plant forest all over the tundra once they can. In any case, the game overrates the importance of tundra because of the oil there.
