What happens at the end of the culture tree?

In my first game I maxed out the culture tree about 50 turns before the end of the game. It makes me keep selecting the same two topics again and again, and sort of looks like I have not researched them. Is this what other people are encountering? I do have all the correct policies.

Why is there no "future culture" option like future tech?

I wish there were a civic after Globalization and Social Media called "Utopia Project," which is a repeatable civic. After all, Globalization and Social Media aren't the pinnacles of human culture.

Those ARE the future culture options. You have 2 future culture options.

It feels weird because its an essentially meaningless choice, but eh, its the same thing fundamentally as a 'utopia project' that increases score. It's still good to be able to change your policies every few turns, though I never did this once I got to the future civics, the ones I had chosen were too good.
