[NFP] What happens when you cede back a city to the AI on the turn they call for an emergency?

You take an AI city that you've no intention/ability to keep, so you decide to sell it back to them during the peace deal, after you've pillaged their land some more. A couple of turn later you get a World Congress alert that an emergency session will happen at the end of the turn, so you end the war, give the AI back their city and receive your lovely war reparations.

What happens with the Congress meeting?

I believe in that situation, it gets nullified, especially if it hasn't approved it. The vote doesn't occur. I know that seems to be the case most of the time if you manage to liberate the city or if the Holy city converts back to its own religion.
