What is city range for exploit tiles ?

Hi!
I know it sound like a noob question, but I consider myself still a noob on civ4 C2C. ;)
Until now, I just play right away with a very limited sight at my future choices, because there is so much techs than it take a long time to assimilate all this information and starting to make real strategy and long term planning (except I understood the importance to rush "ritualism" during prehistory !).

I've read somewhere here than normaly city range get 3 tiles (and 2 diagonals).
I didnt choose the option about to get a special technology for getting that.

So here in my current game, I m during classical age with an huge city of more than 20 citizens.
They exploit all tiles in range 2, making 20 citizen at work. All others citizens are automaticaly put in the city as "specialist" because I have more citizen than tiles to exploit.

My cultural expansion show I ve more tiles in my borders... but I still can't exploit it.
So my question, is it normal ?
These tiles will "unlock" later with more culture ?
How does it work ?
When will I be able to exploit these tiles ?

When choosing my citys places, I made in sort my citys are all at 7 tiles aways because I was planning later all field will be covered and exploited. So my question have a big impact on how to choose city placements.
 
Yes it is normal.

Expand to one more plot around with a tech if you select that game option or the Metropolitan Administration building if you didn't. I think the tech is the one that allows you to build the building.
 
IIRC with that option it's just the culture level. It's sometimes possible to reach the 3rd tiles in Classical, whereas the tech is in Renaissance, I think.
 
I choosed a game option saying I didn't need a tech for that. But i didnt know I need the metropolitan administration instead.. I was thinking only culture was enough.

If using that option, you should be correct - I can't recall the exact culture level you've gotta earn but it's high up there.
