during pretty much every game, there are multiple instances where i will notice a purple/pink glowing cloud kind of hover over a tile briefly, then disappear. Anyone know what the heck it is? At first I thought it might have something to do with resources/luxuries or maybe disease, but i've seen no evidence to link it to anything.

The 'purple cloud' is actually supposed to represent fireworks. Fireworks over a city indicates that that city is celebrating a 'We love the king' day.
Are you referring to the fireworks that sometimes appear over a city? That's the WLTKD celebration in a city.
