Introduction:
Started in 2014, the Vox Populi project is a collaborative effort to improve Civilization V's AI and gameplay. Vox Populi is a collection of mods (see below) that are designed to work together seamlessly. The core of the project, the Community Patch, is a DLL-based mod that can be used independently of the other mods in the Project in order to improve your Civilization V experience. It does not modify any of the core game's content (such as leaders or buildings), but improves AI performance and addresses a number of bugs that remained after the final Civilization V patch. The Vox Populi mod, however, expands and changes the core mechanics of the game, offering an entirely new Civilization V experience that feels and plays like an evolution of the series.

This mod contains bugfixes, AI improvements, and API enhancements for modders. No balance changes, and minimal gameplay changes are included.
- 43 Civs Community Patch:
This extension to the Community Patch allows you to increase the number of Civilizations in the game to up to 43! For technical reasons, the game does not support having more than 64 Players in total (Barbarians included), so the maximum number of available city-states is reduced to 20.
- Vox Populi:
This mod completely overhauls the game by rebalancing policies, leaders, buildings, wonders, and more! Completely reworks many existing systems and features entirely new game concepts such as Monopolies and Corporations, Vassal States and Diplomatic Units! Can also be used with the 43 Civ version of the Community Patch.
(Earlier versions of the project contained three additional mods: City-State Diplomacy by Gazebo, Civ IV Diplomatic Features by Putmalk and More Luxuries by Barathor. As of Version 2.0, these have all been integrated into the Vox Populi mod.)
- Enhanced User Interface:
The Enhanced User Interface (EUI) offers a complete rework of Civ 5's User Interface. This mod is not required by the Vox Populi Project, but most users prefer it. At present, the Enhanced User Interface requires using the Vox Populi mod, it can not be used when playing Community Patch only. Note that there also exists a standalone version of EUI on Steam, but that version is not compatible with the Project, neither with Vox Populi nor with the Community Patch.
Note also that the installation of the Enhanced User Interface modifies game files, so if you want to play an unmodded game you need to uninstall EUI first.
- Squads:
This QoL mod allows you to group your units into squads. All units within a squad can be given movement orders simultaneously. This makes it much easier to manage large armies and reduces tedious micro-management of units, in particular in the later stages of the game.

How to Install:
Automatic Installer (Recommended):
It is recommended to use the Automatic Installer to install the mods. It will guide you through the installation and properly perform all the necessary steps. You can choose which version of the mod (Community Patch only, Vox Populi without EUI, Vox Populi with EUI, 43 Civ version of any of the above) you want to install. Please make sure to read all instructions! You can download the Automatic Installer for the latest version by clicking on the link at the top of the thread.
Manual Installation:
If you prefer not to use the Automatic Installer, you can perform a manual installation instead. To do so, follow the steps below:

2. Find the version you want to install (the latest version is recommended) and download the zipped source code.

3. Extract the files from the zip file somewhere on your computer, such as the desktop.
4. The next steps differ based on which components you want to install:
IMPORTANT: When copying mod folders to a second location, make sure to delete any existing folder from a previous installation of Vox Populi or EUI first.
Community Patch Only
a. Copy the (1) Community Patch mod folder into your Civ 5 MODS folder (typical location on Windows is Documents/My Games/Sid Meier's Civilization 5/MODS).
b. Community Patch Only is not compatible with EUI. If you have EUI installed, delete the UI_bc1 folder from your DLC folder in Steam (typical location on Windows is Program Files (x86)/Steam/steamapps/common/Sid Meier's Civilization V/Assets/DLC/UI_bc1).
Vox Populi Without EUI
a. Copy the (1) Community Patch mod folder into your Civ 5 MODS folder (typical location on Windows is Documents/My Games/Sid Meier's Civilization 5/MODS). If installing a version before 5.0: Delete the LUA folder inside it.
b. Copy the (2) Vox Populi mod folder into your Civ 5 MODS folder.
c. Open the Vox Populi Installer Files in the source code folder. Copy the VPUI folder to your DLC folder in Steam (typical location on Windows is Program Files (x86)/Steam/steamapps/common/Sid Meier's Civilization V/Assets/DLC).
d. Open the Vox Populi Installer Files in the source code folder. Copy the VPUI/VPUI_tips_en_us.xml file to your Civ 5 Text folder (typical location on Windows is Documents/My Games/Sid Meier's Civilization 5/Text).
Vox Populi With EUI
a. Copy the (1) Community Patch mod folder into your Civ 5 MODS folder (typical location on Windows is Documents/My Games/Sid Meier's Civilization 5/MODS). Delete the LUA folder inside it.
b. Copy the (2) Vox Populi mod folder into your Civ 5 MODS folder. Delete the LUA folder inside it.
c. Copy the (3a) EUI Compatibility files mod folder into your Civ 5 MODS folder.
d. Open the Vox Populi Installer Files in the source code folder. Copy the VPUI and the UI_bc1 folders to your DLC folder in Steam (typical location on Windows is Program Files (x86)/Steam/steamapps/common/Sid Meier's Civilization V/Assets/DLC).
e. Open the Vox Populi Installer Files in the source code folder. Copy the VPUI/VPUI_tips_en_us.xml file to your Civ 5 Text folder (typical location on Windows is Documents/My Games/Sid Meier's Civilization 5/Text).
5. If you want to play with the Squads mods, copy the (4a) mod folder into your Civ 5 MODS folder.
6. If you want to play the 43 Civ Version of Vox Populi or the Community Patch:
- Copy the (3b) 43 Civs Community Patch mod folder into your Civ 5 MODS folder.
- Open the (3b) folder and move the CvGameCore_Expansion2.dll file to the (1) Community Patch mod folder that you copied, replacing the existing DLL file there.
7. Delete your cache folder, if it is present (typical location on Windows is Documents/My Games/Sid Meier's Civilization 5/cache).
8. Success! You can now delete the downloaded source code.
How to activate the mods:
In the main menu, click on "MODS". Activate all mods you want to use. Note that if you installed the EUI version of the mod, it is required that you activate "(3a) EUI Compatibility Files". After selecting the mods, click on "NEXT". Do not click on the "Back" button, that will lead you back to the main menu without any changes being applied! This is different from how mods are activated in many other games, so it's a common source of confusion. After activating the mods, you will see a mod loading screen. When the mods are loaded, you can proceed to set up your game.
How to uninstall:
You can use the Automatic Installer to uninstall the mods (from version 5.0 on). Alternatively, you can uninstall the mods manually by deleting the folders added in the manual installation (see above).

How to play Vox Populi in Multiplayer
To play Vox Populi in Multiplayer, the installation methods described above can not be used, as there is no support for multiplayer games with additional mods. Fortunately, there is a way to play Vox Populi in multiplayer anyhow: by installing it as a modpack. Modpacks are collections of mods that are treated like a DLC by the game and that do not need to be activated in the MODS menu. When a modpack is installed, you can start a modded multiplayer game simply by clicking on "Multiplayer" in the main menu.
Creating a modpack is rather technical and requires using Development Tools, but you can find prebuilt modpacks for the latest versions of VP in this thread. To install a modpack, all you need to do is place it in the DLC folder (typical location on Windows is Program Files (x86)/Steam/steamapps/common/Sid Meier's Civilization V/Assets/DLC). In a multiplayer game, all players need to use the same modpack. In addition, it is very important that all players delete their cache folder (typical location on Windows is Documents/My Games/Sid Meier's Civilization 5/cache) before every multiplayer session.
Note that modpacks can also be used in Singleplayer (if you want to avoid having to activate mods in the MODS menu whenever you start the game). In general, it is not possible to combine modpacks with mods that are activated in the MODS menu, or to add additional mods to an existing modpack. If you want to modify which mods you use in your modpack, you need to rebuild the modpack from scratch. More detailed information on modpacks and multiplayer can by found here.

Troubleshooting
Vox Populi is compatible with most mods, except those that modify the .dll. Mod that contain a .dll can not be used together with Vox Populi or the Community Patch! Furthermore, as Vox Populi reworks many aspects of the game, many mods that modify game components will not or only partially be compatible. You can find mods specifically designed to be used together with Vox Populi in the mods repository of this forum.
If you encounter a bug (a visual or text bug, a bug in the game logic or a flawed AI decision), it is appreciated if you report it! Our GitHub Issues Tracker is the best place to report bugs! Please note that bug reports not submitted on the project's Github Issues Tracker will likely be ignored!

We also recommend that you set max autosaves to 0 (unlimited) and autosave frequency to 1 in your game options. Uploading a savegame and specifying any other mods you're using helps us greatly in debugging an issue.
Frequently asked questions:- My Interface is messed up when I use Vox Populi and the Community Patch!
First try to clear your cache (delete all files in the Documents\My Games\Civilization 5\cache folder).
If you are using Community Patch Only and you have Enhanced User Interface (EUI) installed, it is not compatible and you will need to delete it.
If you are using Vox Populi, but you have a later version of EUI installed (not the one that comes bundled with Vox Populi), it is not compatible and you will need to delete it.
Follow the automatic or manual installation instructions above to correctly replace EUI.
