I think my favorite to build is Petra, for a few reasons:
1) It's a fairly large investment (you have to take the chance to settle a city with several desert tiles, then invest all that production in a city that probably doesn't have much).
2) It generally takes a long time to build due to said lack of production in these cities.
3) It completely turns around the city it's built in.
While there's plenty of wonders I'd probably rather have, nothing beats the feeling of popping a good Petra in my book. Plus it looks great!
St.Basil's would probably feel the same way, but since that can be built on non-tundra tiles good luck getting that built in a place you'd actually want it.
