What kind of glitch is this?

not happen only once but it kept randomly happening from time to time, sometime to logo that glitch out recover but other logo will glitch.

my worse part is the whole logo in my screen turn into blinking black and red, it's like The Matrix but with red letter instead of green.

already fresh install the game, problem did not go away so i need help.
