[GS] What more do I need to do to achieve diplomatic victory?

Im not completely sure I understand what you ask.
You need to be the first to 20 points to win a Diplo victory. You can get some liberating city states, I checked your save and it was at 16/20.
Have more land units around, especially on such a map. Or you wont be able to react to something like a friend CIV attacking one of your suzerains...Like Suleiman did some turns after I loaded your save. Liberating that gets you closer to DP
 
Will building more Wonder contribute to earning diplomatic points? I've already built many though...

There are only 3 wonders that give DV points:
Mahabodi Temple: 2
Potala Palace: 1
Statue of Liberty: 4

Researching Seasteds tech and getting Global Warming Mitigation civic earns you another 1 DV point for each of them.

Other DV points you must score in the WC or by winning scored competitions.

It's also a matter of careful timing. For example, if you are not in a position to win by the next World Congress, and don't have a lot more Diplomatic Favor than anyone else (and I mean a lot), then vote against yourself: i.e. use just one vote to have DV points taken away from you, because all the other Civs will and it's unlikely that you'll be able to out-vote them. Yes, you'll lose 3 points, but you'll gain at least one back again for voting with the majority, and only lose 2 overall. You can then hoard your Diplomatic Favor for next time.
 
I m pretty happy with what I have got so far: 19 Wonders!! This is King difficulty and it allows me to build so many wonders, in previous game playing as England, I wasn't even manage to get 5 wonders after 200 turns.

I am way ahead of AI's diplomatic votes so far and it feels very good.

I checked the World Ranking list: I am leading Culture, Science and Diplomacy. Guess it has something to do with the military I have had : only 3 units. But then I am thinking why AI is not competing with me in the area of teaming up with CS? I have never got an allied CS detached?!

Another question about Spy, I really don't know giving them what to do. Can I form an unrest in a CS? It looks like this mission type is not available.

Its the winning vote the one that is difficult to achieve. Unless you are playing a very small map/many AIs were eliminated, or you are routinely buying the diplomatic favor from your opponents, you will never have enough Diplomatic Favor to win the last vote (they will al vote against you).

Regarding military units, I mentioned them because with so few and so spread like you seem to have in that game, you are vulnerable to surprise attacks to yourself, or your allies. Military aid requests (liberating cities or CS) are a source for DIplomatic Victory points as well.

Spies cant foment unrest in a CS, but can fabricate a scandal, lowering other AIs influence over them. They are very useful for loyalty battles and peacefully flipping cities (eliminating a governor from a city usually works better for this), catching up (stealing techs or great works of art), or hindering your opponents progress. Breaching a dam can ruin the districts and improvements of more than one city if they all share the same river. They can be used for counterspying as well to eliminate/capture foreign spies trying to sabotage you.
First though, you want to level them up a bit giving them easy missions like establishing a listening post, Once you pick an upgrade or two (they are random I think) you can determine what they are going to be more effective for.

On the other hand, isn't diplomacy/international politics also about intrigue, secret pacts & acquiring as much personal gain but making it look like a greater cause?

I like to think of the Diplomatic Victory as one in which you operate like somewhat of a puppet-master who gains the most influence on worldwide politics. By this immersion it doesn't feel like a wrongly made concept to vote against yourself.

(Aside from this I'd happily embrace a reworked version of the World Congress in any of the upcoming DLC's ;) )
 
No I think the whole thing is silly, the system is nothing like in real life. There should not even be a vote for "diplomatic victory". Make it a vote for who is gonna host the congress, and each time you host it you get a victory point. There could be sanctions against players who start wars or pollute or stuff, that cause you to lose a point, but no vote to take points away form you. (warmongering and polluting already cause you to get less favor, but they could make this effect a part of the sanction)
 
If you are 18/20, you already won diplomatically next world congress.

Every AI will vote to take 3diplopoints from you. But this points will be taken AFTER counting diplopoints for winning resolutions. Just make sure you win normal resolutions - you will go up to 20 no matter what will happen in diploleader voting.

My way to achieve DV is to stack diplofavors for the first congress in industrial (?) era. You can earn even 9-10 points single turn, so just make sure at least 10 dilopints already achieved.
These points in final turn come from:
1) 5 points from congress (diploleader +2, 3 points from winning 3 resolutions)
2) Statue of Liberty 4 points ( I leave 1 turn to complete and keep en aye on others) - I delay it so AI won't vote against me in diploleader resolution
3) Seasteds left 1 turn to complete.

This way in 1 turn I jump from 10-11 points to 20.
