Are pages easier than scrolling? If so I would suggest a "luxuries" and a "all other stuff" page. May be more efficient (also visually) than having to move the mouse and scroll around. The diplomatic options with embassy, open borders and now buying world congress votes have been expanded anyways... (Is the idea to bring back the gold for open borders? If so I'd suggest splitting them up into Trade Agreement and Military open borders or so. But that's off topic here).
