What to do from here?

I started a new game as Brazil on a fractal map. I found three other civs: Pericles' Greece, Aztecs, and Japan. I Perry and I are on friendly terms, but I'm irked that he settled to close to me. I called him out for it and he apologized. Monty is to my north, and there is a CS between us, but he conquered it.

I have two cities, and I feel like the problem is that Perry and Monty are too close to me for my liking. I can settle eastward, but not without a city getting sandwiched between city- states and the land isn't as good (there isn't much jungle that way).

My start so far is otherwise decent, with me leading in culture, and managing to churn out the Oracle. I have a galley exploring the coast hopefully finding some islands to claim.

What should I do? Take out Monty and expand northward where there is jungle and possibly risk getting branded as a warmonger, start over, or should I attack Perry?

What is perry's relashionship with the others and what type of CS?
Denouncing perry if he is disliked by the others will up your status with them, then you should be able to joint war Perry with one of them, free the CS and have goid love with the other CS. Perry is not good to be friends with as he will just smile as he forward settles again. Looking for room is one option, pushing a strong navy is another.
