What to do if you fall behind?

Does anyone have any strategies for catching up if you fall behind?

I am playing a game (regent level) right now where, as it turns out, the random map was a pangea and I'm dead center on the continent.

I ended up in a war with the aztecs that has lasted a good 1000 years, and I finally had to catipulate one of my cites to them to sign a peace treaty, and their technology had moved well beyond mine.

Now, it appears, I'm screwed. I have only 4 cities, 2 of which are very small. I am well behind everyone in technologies, and I'm entirely surrounded, with 4 or 5 different civ cities on my boarders, and a constant flow of units right across my territory.

So - what do I do? In civ 2, my strategy might have been to pack it up into a boat, try to find a deserted island, and setup shop there, and then raid a few outlying/lightly defended cities and pickup key technologies that would help me.

Because you don't get technologies on capture in civ 3, that strategy won't work. I can't trade for tech because I'm so far behind, and what little gold I have gets eaten up paying tribute for peace.

Any thoughts? It seems that if you dont' start of winning that there's no way out of a hole, but I know there must be a way.

Try making peace with everyone and trading your way up the tech ladder. By being the tech broker, you can make a lot of money and actually get ahead in techs.
 
Out4Blood has it. Be a middleman. Get enough gold to buy a tech from someone right after they develop it. Right away, trade that tech to all other civs for their techs. You'll quickly catch up.

One of the things I liked about Civ 3 is you are never out of it. The AI accurately will fight among themselves (Unlike Civ2 where you were always the enemy eventually no matter how diplomatic you tried to be) This gives you a chance to catch up when the superpowers collide.
