In the original question there was not a description of how far you are behind in tech or what techs you have versus other civ's techs... You did not say if you wanted to continue fighting or go peacefule and why... Remeber if you build an army, it seems pointless to let it become obselete unless you have a good reason.
That said, before mobilization, I fortify my units on my border next to cities that might flip. If I am about to get mobilization, I will disband them since shields become cheap during periods of mobilization.
