What Would Cause This Declaration of War?

Well into the game- I am about 4 turns from a science victory.

I am playing as The Inca and have been battling Russia and Venice for quite a few turns.

Darius is one of my friends- my only source of uranium actually.

So, just a few turns to go and I'm getting the upper hand over my enemies. I have my only atom bomb on a carrier within range of Moscow. Oh well, might as well show them I mean business.

I nuke Moscow. Immediately I am at war with Darius. I have no idea why- however he did have a unit within the blast range of Moscow. In the diplomacy screen it is coming up in red that I have nuked him.

Is there a change that you will be at war with other Civs if they have a unit that is damaged by the nuke damage?
 
Nuking an area that includes anything from a different civ means an instant declaration of war towards the other civ. I've had this before when nuking an enemy and accidentally involving an ally into it.
 
I'm not so sure nukes are necessary. I haven't used them since Prince. Of course, I rarely play for domination.
 
I was mopping up a run-away Greece in a game and just to do it nuked their last city and some of the fallout went into my friend Spain's land and they instantly declared war on me. Or maybe they had units in Greece, I'm not sure about that.
 
If any of the blast radius hits an other civs(CS included) land or units that's an instant DOW. The blast radius is sometimes random, ie adjacent tiles to the target city may not be affected or a tile 2 tiles away may be affected.
 
I've used nukes on Spain, and felt extremely guilty afterwards. Seeing their three largest cities covered in fallout was horrible (and kind of cool),
 
I almost never use nukes. Nukes for me are reserved for Gandhi. Anytime I have Gandhi in my game, I must build a nuke a use it 1 turn before end game. The satisfaction of seeing a ~45 pop city go down to 15 pop is really gratifying.
