I try to remove micro****(MS) work from my computer as it refuse to take the security code the OEM gave me.
I assume you are talking about the MS WinME on your machine: It is an OEM version, right? If so, using the code is supposed to unlock and allow the install.
I was unable to clean up the regurate mess MS make of my computer have to do than full install of WindowME .
I am not sure I understand what you are saying, but I think you are saying that your Registry is a mess, and that the only way to clean up the mess it to do a full install of WinME.
If you WinME will boot, then you probably have nothing to lose by trying FixIt 4.0 or even Norton Utilities 2002. Use their repair options for the registry.
When you reinstall (or fix teh problem), you should
back up your registry before installing any new program, and also back it up every week or to. That way you can revert back to a "Last Known Good" registry if something bad happens.

than program or than way to use than hex editor to change the ending year with patch 1.21f
I am confused about what you ask. Does the "ending year" refer to the OEM code, or a Registry entry, or are you talking about a .SAV from Civ 3? Your sudden referral to path 1.21f looks like the Civ 3 patch to me, not a WinME patch.
I do not have CIv 3 installled on my computer, and do not know about editing it with a hex editor. You might ask in the Civ 3 Tech Support forum,

You might check the downloads section of Civ 3 to see if they have a utility that might help with whatever you are trying to do with Civ 3.
