What's the exact formula for WLTK?

What are exact conditions for WLTK to kick off, and what are exact effects? In my current game, I managed to get all 8 luxury resourses, so with a marketplace that's +20 happy faces, occasionally WLTK mode stops for some of my cities... any idea why?

Also, what are exact effects of WLTK? +shields, commerce, -corruption, anything else? I've noticed that workers seem to work faster around WLTKing cities (roads and railroads built immediately on flat terrain for example), but not sure it's connected to WLTK.
 
I believe what it needs for WLTK day is the following... (in my observation, anyway)

population 6+
2/3 population happy or more, 1/3 content, NONE unhappy.

I haven't confirmed any of this in a "scientific way", but this is what I've noticed. You can't have any unhappy folks or WLTK day won't occur. Because, of course, that one person DOESN'T love the king! :) Otherwise it'd be "Most of us love the king day" (MOULTK).

The ratio of happy/unhappy may be 1/1 at lower difficulties I think, but I'm pretty sure 2/1 happy/content is the proper ratio.

I haven't figured out what WLTK day does yet... I think I've noticed less corruption, but I can't swear to that.

On cheiften it does take more than a 1/1 happy to content ratio though I dont think its 2/1. (3 happy 2 content will do it) but yes it has to be in a time of prosperity for the city and the empire pretty much. I dont have an erxact formula but my cities tend to celebrate WLTC (Chancelor not king) 12 at a time. They last a set number of turns btw doesnt matter how things are going.
