What's the Orange Flag that some Civs have in EUI?

It isn't a DoF and neither a Defensive Pact since if either of the 2 declares war, I will be at war with both. It's something like a team.

If I recall correctly, the flags were there since early game too.

Sounds like they are on the same team. Literally, in the setup you must have set it like that. Or you have a really troll bug.

I'd say you forgot to change teams and two civs share the same "Team".
