What's up with my 148.5 install?

Twice now I have cleared my cache, deleted old version files and moduserdata files and installed 148.5 from the civfanatics link, re-start the game and it keeps telling me that I have 148.4 when I check the palace in my capitol. And I find I cannot buy tiles with this version. I'm not sure what is going on, it has me stumped. LUA attached.

And for those interested, I also tried verifying my Steam game cache. One file had to be replaced. When I started playing with a fresh 148.5 install, it still said 148.4 and I could again not buy tiles.

I'm beginning to think that one of two things is happening:
1. 148.5 is bugged, or
2. I need to totally re-install Civ V from Steam, which is a hassle because it takes quite a while to do so.

OK I deleted my Civ V Steam install and re-installed it from scratch. Started a new game. The same mod files that I downloaded earlier, ID'd on Civfanatics as 148.5 were there and active. I found that the palace is still saying it is 148.4 and I still cannot purchase any tiles.

I'm stumped, folks.
 
  1. I forgot to update the displayed version number. :)
  2. There was a bug with the plot_buy function.
  3. In a probably unrelated issue, some mod you have installed is spamming "34: attempt to index local 'cultureRelations' (a nil value)" error messages. Vem doesn't have a variable by that name, so I'm guessing it's Cultural Diffusion.
