When can you get 'defy' for a resolution at the UN

I mostly never get the 'defy' option for the normal UN resolutions like enforcing free religion or enforcing Environmentalism and so on. One can get 'defy' option for trade embargo and peacekeeping but what about regular resolutions?

Is there any criteria as to when I am eligible to defy any regular UN resolutions regarding civic changes?
 
Perhaps you already have the civic in question?
 
I was under the impression "defy" was always present as an option. I can't recall a resoluton where it wasn't given to me - though admittedly I rarely use it.
 
The thing is I built the UN but Catherine was elected as the secretary general. I was running Free market and I had already reached laser when she proposed the resolution for global environmentalism.

The important thing to note is neither she or any other civ had not even discovered steam-power yet. Naturally I defied it as it would have taken down my economy because of corporation costs. so I got the penalty and was labelled a villain. :mad:

After a few turns she proposes free speech, I was still running vassalage...but wait I don't get the 'defy resolution' option with this one. why is that?

Does this have anything to do with the fact that I was playing as Roosevelt of Germans?
 
Dont you lose the option to dfy if youve defied the resolution before? Or something along those lines?
 
^ No 'enforce environmentalism' was the first resolution ever proposed after UN was built. (barring the secretary general election which happened just a few turns before)

You can defy resolutions until you are blue in the face. I didn't realize how heavy the penalty could be (or how long it would last) in my first BTS game, and so I defied about 4 resolutions in a row! Lol i had 10 :mad: for being a "villain" in my capital! lol leason learned. Only defy if you absolutely need to and can handle the :mad:
 
I would like to know when I get to try to settle city disputes. My biggest enemy is Napoleon, he declares war on the Holy Roman Empire and takes one of their cities. I demanded he make peace and he agrees. But the UN (with me as its leader) didn't give me the option to try to get that city back for good old Charles the Great. Would France have to be in bad standing? If so I guess I have to try to pick a resolution that Nappy wouldn't like.

Tell me bout it! I was on my way to winning my first game of BtS. Took a big chunk out of Kublai, made peace & was set up to start pulling away on points :) But, then AP votes keep coming up & EVERY one of them was for me to return cities. After about 4 votes i had :mad: in most of my cities & they were reduced to size 4 max & evryone else left me behind :(

No, Charles just needs to have more culture than France in the city... if it was on French Borders, it might be majority French.

Hmmm well it was Nappy crossing the ocean and taking a tiny little town. it actually got surrounded by my Vassal Greece's culture. It was kind of funny since he couldn't then get out of his taken city without declaring war on Pericles and thus forcing war with me and he sent his galleys home after dropping off the troops (they were shadowed by my ships just waiting for Charles to request my assistance).

This happened because you defied a previous resolution. Your civ is sort of repelled as core voting member in the UN.
I believe you restore your UN-membership by voting next time.
 
^ Strange I built the UN. Was elected secretary general and still only a voting member just because I defied a resolution...
 
I had the same problem with environmentalism being voted in. From time to time I let the AI have the SG seat, and see what they vote for. Catherine popped up the Environmentalism vote, I said no, and it won by 2 votes... My economy went face first into the dirt( as I had40% of the world under my belt, spanning 3 continents - turn off colonial maintenace) The next vote to pop up was SG, I voted myself back in, while trying to trade with other nations to slow down my Rapid depression and then dropped my culture bombs on the borders pushing into my neighbors territory and giving me an extra city. It popped up Global Environmentalism, I voted no, it got 1129. it needed 1130 :) My economy became Good again, and thru the deals I made with the other civs during the depression, My sliders were 60-20-20, with 200+ per a turn. If i had failed to change the civic, I would of gone to war and claim the votes neccessary, but being that it would cost alot, it was a plan B idea. Regardless.. I went to war and took over another civ, gaining the votes I needed to control the UN.
