When did they nerf puppets ?

I always thought puppeting was a bit unbalanced and an obvious pick unless you really had to annex for military production reasons. I am glad they have made it a harder pick.
 
I haven't played in a while (few months) and it definetly looks like puppets generate more unhappiness. I loaded a saved game were I was positive my hapiness was high and it now was at -4. Can anyone confirm this?
 
Going from a puppet empire to an annexed empire, especially since they fixed the courthouse bug, just screams Autocracy.

Lately I'm been going Liberty, Honor, Autocracy and Commerce. Once I get the courthouse policy I go on a mad annexing spree. I'll buy the courthouses if I can afford to, but usually just let the city built it if it's 3 turns or less.

One other good reason to go on an annexing spree is I usually take Pagodas. So I can gain an instant +2 happiness, +2 culture and +2 faith in every newly annexed city as long as I have the faith saved up to spend on it.

Commerce + Autocracy = cheap unit purchases. Even cheaper if you built or captured Big Ben.
 
I sort of like the change bc it actually makes annexing a city have some benefit. In vanilla, the only time I'd annex a city is if it was building a TON of buildings like barracks and armory that I didnt need and whose maintanence was past 5 gpt combined. That usually took eons to happen.
