After a period of war, Im usually behind the leader civ in
tech even after gaining a few techs from a peace treaty.

I find there is a fine line when you should use gold for
tech purchases or use the gold to rush buildings/units.

The second places you even further behind the tech tree.

Advice is appreciated !

I have the same problem... Yet, I ussually keep attacking and picking on the strongest CIV. If you play to fight, you play to fight, and fight is what you should do. However, there are those times when you want to calm down a little, build you tech and towns up, and then fight some more. During these times I ussually never rush buildings but rush workers or settlers. Then, I use these workers to help improve the towns I have just conquered, either by improving the terrain or increasing the pop size to its maximum. This way I don't have to worry about rushing buildings for with the new improvements the towns would be able to produce what I need in ample time w/o me having to buy... As for the Tech, that I buy, trade, or demand as much as I can. I was had to spend all my cash for 2 middle aged techs, but it was well worth it. Try to stick to the Techs that will get you wonders or will lead to wonders. While more expensive, these techs will help you stay at least even with the rest of the world. After wonder techs I ussually go for techs that will help upgrade my units. Then, I upgrade them and attack, taking towns with wonders first... I think it is all about what you want to do in the future... Yet, this little strat. may help you get everything you want.

I rush buildings when I need to finish them to build something else. IE someone declares war on me and I'm in the middle of building a harbor or something and I need to build a few troops.

I don't want to put off building my harbor, but can't wait to build the troops.

In conquered cities I just rush cultural buildings like temples.

Otherwise I usually only rush buildiungs if they are needed. For example SAM if I'm at war with a civ that uses bombers.

After a period of war I rush temples/defenders in the cities I took. I have no problem keeping up in techs with the AI. Actually alot of the time I give the AI techs, because of how far behind they are. Of course it always takes me awhile to get enough gold to rush those defenders and temples.

rush? cathedral when entertainment fund just wont do, barracks in newly conquered cities i want to use as resupply depot, temples and libraries in border towns, sam sites when i want that last small wonder cant remember what its called, settlers when i feel that expansion goes far too slow... the list goes on.

I'll only rush with cash, never whip, and after wall street only if I have more than $1000 in the bank ($50/turn is very useful). I don't like having money in the bank, unless I'm saving for a military upgrade, a war (so I can rush one cultural improvement in a captured city), or a time when I want to have reserves so I can increase science spending to 100%. Otherwise, I'll rush anything I can (after the first shield is in place) to improve infrastructure.

In newly captured cities or highly corrupt cities, I ususally rush a cutural improvement depending on what civ I am using. After that, I always rush the marketplace to make 'em happy and sometimes get a "we love the _______- celebration".
