I just went to war with Russia since I was behind in tech by alot, and they were the closest to me. The advisor said things like "Their army outnumbers ours." "They are disdainful of our culture." so I supposed they have alot of buildings that contain culture (Temples, Cathedrals.). I go to war and quickly cut off their iron resource that is very close my border.
Once they run out of what seems to be an infinite number of swordsmen, I move in with superior knights. They can now only build archers and spearmen while I have knights and swordsmen, so I capture alot of their cities. I look at the cities and I see that none of them have any buildings in them! Infact, only one city had anything in it: Their capitol had one barracks! What? How were they able to expand their borders w/o culture? Why did my advisor say that their culture is better than mine? Why won't the AI build any buildings?
