when in game menu clicking mods does nothing

So this has been an on going problem since G&K was released but recently is really bugging me. Whether or not I have subscribed to any mods through the steam workshop, clicking on the "mods" button in the menu doesn't do anything. I hear a thud indicating the button has been pushed but nothing happens.

I've done all the usual things seen elsewhere, reinstalling, clearing out everything in mydocuments/games, etc. Still no dice, I cannot open the mods menu for the life of me.

I've seen a few post here and there through my searches but no resolution appears to have been found to this issue. Anybody out there have this problem and solved it?

My only idea would be if these mods in question have a Civfanatic download try those and place them in your MODS (mydoc,mygames,civ5,MODS folder).

Only other idea is do some of these mods require other mods to run? (ie when I play civ up GK and Gem mod, Gem needs civ up running).
