When is Espionage Mission Success/Failure Determined?

SO, I succeed at an espionage mission, but then I reload a save. Mission fails. Load the turn before, fail, load again, fail, load, fail. Gone back two turns, three turns. Fail, fail, fail. Spent about an hour doing this before thinking someone here might know something I don/t.

65% chance of success, so it's probably not just bad luck. At what point is the actual success or failure determined?

I think the RNG value is picked same turn as the mission is finished - ie there were a lucky (seed) number picked from the table prior your reloads.
