when to build campus?

So far, I'm finding what works best for me is at least one early campus. I usually research writing as my 2nd or 3rd tech, depending how soon I encounter another civ. Since most of my cities will have at least one mountain tile, I simply get one, maybe two, campuses out of the way.
 
If you like to go to war, never. Even at 0.7 science per pop, the fact that early aggressive expansion isn't so punishing in 6 means that you can get more than enough pop to keep up. You'll also be taking a lot of campus districts from the AI anyway.

Really the campus seems like it'd be more useful for tall games, where you have big cities but not as much overall population.

Personally I prefer to build encampments, the buildings give 2 housing and production. Two of my favorite things in the early game.
