When to build roads

As soon as the road will pay for itself it gets built based on worker availability. I may even start pre-building it a little ahead of time by putting a road over a hill or through a forest.

If I have a worker on a hill or in a forest for another upgrade, I hate to waste the move that got me in there by not at least starting the road so I can finish it quickly later.
