Where are my hammers?

It is late game and I am about to win. I decided to build a few settlers and settle the north for a domination victory a little sooner. But I look into my city and see I'm only producing 4 hammers.

My city resource screen says I get +1 hammer for each resource I posses and I have 7 (coal, copper, horse, Iron, marble, oil, and stone). Where do these bonus end up? I get all the health/happy bonuses, just not the hammers. now that I look, I don't get the bread or commerce either. What do these bonus mean? or is it bugged? also, some of the other resources get hammers as well.
 
is your city connected to the capital?
 
Yes, the roads are pre-built to all city locations. All 4 cities I built say the same thing. Is there a tech that enables these extra resources? You'd think they would be early techs. Maybe it is a building that needs to be built in the city?

The resources tooltip doesn't say anything other than +1 hammers/commerce/food.

anyway, I won the game in 1901. I was trying for 1800s with no luck. I could have made it if I attacked from the north first, then moved south. instead I went for the middle and drove a wedge into his territory. I don't think it accomplished much, except to slow me down.

You've run into something that the game makes very confusing. You don't get hammers from having the resource available to the city (which the city screen implies you do). It says +1 hammers, but that isn't true. You only get hammers from tiles you work. (OK, except for AP nonsense). You're far from the first person to be confused by this.

Build your settlers in a higher hammer city. With all those resources, you should have some killer cities that can pump out a settler in 2 turns.

If the resources show in your city screen, you have the technologies and you have an improved tile for that resource somewhere in your empire.
 
The +1:hammers: that shows up next to some resources does not mean that if you have the resource, it gives your city +1:hammers:. It means that a tile with that resource on it will have +1:hammers:.

For example, a normal, non-riverside, grassland tile will have a yield of 2:food:. But a grassland tile with copper on it will have 2:food: and 1:hammers:. (The resource has to be revealed, so in this case you would need BW first, before you get the extra hammer.)
