Where can I find help when steam doesn't have an answer to my problem/their solution doesn't work?

there is already a thread about the problem. but my problem now is that I tried to fix it, but it doesn't work. and I didn't find a place where I could write about my problem and send it to Steam support, but after looking a little bit more I did find a place where I can write about the problem and then submit it to Steam support. but it will probably take months before I get an answer. Steam doesn't seem too professional

The tech support company that Valve pays to handle it usually take a few days to respond. You can also make a post in the civ5 tech support here or one of the stickies about Steam.
