Where do i find directx10 or 11?

I have Vista, but I seem to only have directx 9. Where can i upgrade that to 10 or 11? And where can i find out whether these are compatible with my computer? Thanks
 
I have a Geforce GT 130M. It's a laptop.

The laptop freezes when i play CivV for too long on the DX10/11 mode, but the DX9 mode looks like garbage. I'm not the most computer literate guys out there and I don't get the direct X thing. Is it a driver I download for the GPU?
 
As always, download newest driver for your videocard from Nvidia, latest Directx from Microsoft, try to keep up to date. There may be memory leaks in the game however, that may result in earlier crashes on machines with lower memory. Also, mobile grafic cards often do not have dedicated gfx memory, and are allocated conventional RAM, and that may result in unexpected problems.
 
The only DX11 GPUs currently available are ATI's 5000 series and nVidia's Fermi range.

Updating drivers aren't going to give you DX11, but it is always a good idea to keep your drivers up to date for whatever GPU you do have.

your card is a dx10 card if i am not mistaken so you should be able to run the dx10/11 version of the game.
but as mentioned go to the nvidia site and download the latest drivers as that can be a world of difference in playability of some games.

ooh en with the fermi range he means the geforce 4xx series as those are dx11
