Where is the Dissent ...

... value in the XML? Im adding new civics, and when I do so it obviously states "None" for dissent as I could not find where its value is.

It's all done in Python. The file you need to edit is CivilWar.py, the civic information is near the top.

Ah, excellent. One of the absolute best mod's Ive ever played. The only part I didnt like was the nature of its civics so I just went ahead and changed that.
