Where is the "# of national units allowed" setting?

I'm playing with a custom mod I built by combining several other mods plus my own changes (who isn't these days ;)) and for the life of me I can't remember ever messing with the number of national units, yet in my latest game I can only build 2 missionaries for some reason. The civilopedia tells me I should be able to build three and I checked the unit classes and all missionaries have 3 per player units allowed (and I'm using the vanilla unitclassinfos anyway).

So what am I missing here? Is there a global "# of national units" setting, and if there is, where is it? Could it be tied to civics (I'm playing with custom civics) I don't think they have that defined but maybe I just missed it?

Its set int he CIV4UnitClassInfos.xml file for that unit class.
