Where to place spies?

We will have the Intelligence Agency in the next few turns. I would like to immediately begin attempts to place spies in Persia and Babylon, since we are already at war with them. For the most part, I would like to hold off on the other civs, as we can use the attempted placement of spies to convince them to declare war on us in the future. For example, we could try to place on in the Communist Iroquois nation, which will likely fail, to get them to be the aggressors.

But we can of course start with the Persians and Babylonians and infect the other civs after that.

The Iroquois were also one of our targets - we should consider them.
We should also consider putting a spy in Babylon as long as we are at war with them.

The next target of the next war should be the Iroquois. We can also plant spies in the Babs and steal a coule of techs from them.

We're a monarchy so tech theft probably won't be successful. Military info from an entrenched spy will be invaluable though. I agree with Persia and Babylon for now and then using placement attempts to instigate war later.

Only England is a democracy. Everyone is a monarchy except for Babylon and Iroquois, who are communist.

I think we should plants spies everywhere we can, but have an order of importance of which one's to go for first.
