where's code for broken promises being universally-known?

Breaking a promise about military/attack/border issues instantly makes all civs in the game aware of it, even when you have not met them.

Thus, it is different from warmonger penalties, which only apply to civs you have met.

Does anyone know what file contains this code? Are there any existing mods that address this?
 
Pretty sure it's buried in the DLL code. It's not really accessible without DLL modding.

There's nothing in lua for either players or teams that is a Set or Change for broken promises, nor for changing whether a player is aware of a broken promise.
