Where's my SDK?

I got a new PC, reinstalled/applied to Steam, and... no SDK. So I've checked Steam and can't really find where to get it. Any suggestions?

"Library" > "Tools" > "Sid Meier's Civilization V SDK" should do it. If it doesn't work that way, I have no idea, since that's how I and the people I know who mod the game do it. Now, if by SDK you mean the DLL...

...yeah, not going to happen for a while yet.
