Just checking in case I'm missing something obvious. Is the CvPlayerPolicies::AddFlavorAsStrategies function the only one which adds weight to policies, meaning AIs are pretty much hardcoded to follow certain policies every single game (which would coincide with my in-game observations)? Or am I missing some other functions which determine what policies the AI picks.
