Yeah, her and Montezuma are two of the most despised (I don't like 'em too) AIs of the game so my vote is for Montezuma because he is always near me and declares war on me at least once a game if not twice.

There was only one game where Isabella was my friend, and what a friend she was. As I denied her relegion after relegion, she spread mine to all of her cities very quickly. Every other game, she was an enemy.
But, I would have to say Tokugawa is the one I hate the most. To get OBAs with him you basically have to gift him more than it's worth. This is a shame, because the real Tokugawa was a massively successful leader.

Has anyone ever had Tokugawa be friendly to anyone? I've never even seen another AI be friends with him.

The only time Tokugawa has even open borders is when the other party has the same religion as him
I hate that ***** Isabella because she manages to have an enormous culture from her widespread religion plus whatever culture buildings she has, then says "CONVERT OR DIE!", and when you deny her she rolls over your civilization with her huge army.

Isabella can be turned into a strong ally, and will actually help you when she likes you. I haven't managed that with Alexander ... even when he's friendly with me after I showered him with gifts, he still can't spare the most obsolete tech for me. So my vote goes to him.
Cathy, hands down, is the worst. She's in every game, and is always condenscendingly flirtatious as her armies appear out of nowhere and flatten me.
I have been able to repulse attacks from virtually every other civ, but for some reason, her armies are always huge and very lucky. Ugh.
Tokugawa comes a close second, although I make a point to wipe him out as soon as I can after meeting him.

As I've said before, I really don't mind the Aggressive civs too much, at least you know they're not going to go and launch the SS while you're SoD is busy somewhere else. The 2 I really can't stand having in the same game are the Malinese and the Inca. Somehow with 4 or 5 cities they always seem to be ahead of the other AIs, everyone likes them too much to get them to declare war on them, and they're too far away for you to invade.
