I really dont think its a card issue (most of the cards listed with issues have people using those cards fine).

I believe its down to directX9 (probably 9.0c) having been on PCs before anyone even got Civ4. This stops you using the good version of 9.0c that comes with the game.

I have NVIDIA g-force 4mx and I have the same problem all the ATI users are having. This is very puzzling.
