Which Leader would you pair with a different Civilization?

Except they've had multiple leaders in the past, so there's precedence there. There is none for mixing and matching leaders and civs...which would be a MAJOR departure for the series. It just doesn't seem likely at all to me.

I definitely recall something like this in 4...but I might just be thinking of Random Personalities from 5.
 
For example, does anyone know which parts of Scythia are Tomyris' and which are the civ's?

Tomyris' ability is the unit strength vs wounded units and unit healing upon killing a unit.

You're not mistaken, there was an unrestricted leaders mode in IV (could play any leader with any Civ). Lots of optimization potential there.
 
This is a hypothetical question everyone. I hope and that mixing and matching leaders will be possible as an advanced set up option, but it's interesting to speculate about even if it doesn't end up being the case.

The combination that stands out most to me is Montezuma + England. The Royal Navy Dockyard incentivizes settling on new continents, which are likely to have different luxuries from your home territory. Thanks to Montezuma's ability, those luxuries would apply to additional cities, and they'd provide you navy with a combat boost to compliment its speed boost.
