white flags problem

every time i load a new civ mod i have the white flags problem ,this is not to happen to full modpacks(such as xx century 2 mod) but only to new civs creations.

That's because most new flags are made with a static DDS image, rather than a team colour image that uses an alpha channel.

To fix, open the flag DDS using DXTBmp. Once open, double click on the alpha channel to edit in Paint or PaintShop or whatever. Colour the alpha channel completely black. Save and reload.
