I personally think it is the Americans. In all the games I've played they just seem to be the most cooperative civ. They always treat me with respect and I don't think they have ever demanded anything from me for free. And they also seem to keep their agreements the best. Most of the civs will stop trading with me imediately after the twenty turns is up if you don't offer than something new but it seems to me like the Americans keep trading until you do something to make them mad (which I never do). The only downside is the Americans are usually not a powerhouse but they can sometimes serve as a buffer between you and another strong civ.
