I'm doing research for a paper on the Crimean War and keep coming across references to a Porte.
It explains what the Porte did, and how the Porte was excluded, and why the Porte was important, but doesn't explain who or what the Porte is.

In the context of the Crimean War, who or what was the Porte?

Porte
Porte [pawrt] noun

Ottoman government: the court or government of the Ottoman Empire. It was situated in Constantinople.  Also called Sublime Porte.

[Early 17th century. From French (la Sublime) Porte “(the exalted) Gate,” translation of the Turkish title of the central office; from the palace gate where justice was administered.]

In short, the Ottoman Turks. The Crimean Tartars (last renmant of the Mongol Golden Horde) were Ottoman vassals and thus the Ottomans used to hold the area along the northern portion of the Black Sea IIRC.
