WHY 19 Civs?

Why 19 civs? There will really be 19 * 3 = 57 civs. Civil Wars people! Each civilization has three different sects. 64 - 57 = 7 auxillary civs like barbarians and the like. 57 is an improvement over 31!
 
Don't forget that traits are associated with leaders, not civs. And there are 28 of those.

Incidently, this fact kinda puts the kabosh on the theory that the Mongols are in because the Khan is. Doesn't follow.
 
The Leaders have 2 traits each, and there are 7 traits. 7+6+5+4+3+2+1=28.
Then they wanted half of the civs to have two leaders, so two-thirds of the leaders "share" a civ with another. Two-thirds of 28 is 18.66666... rounded to 19.
 
Maybe they think that if we have 20 civs, we'll think,"ah well, that's probably enough"

So they decide on 19 civs to make us think "I've got to get the expansion pack so i can get to 20 civs!"
 
Being able to choose different leaders for the same civ to give them different characteristics would be really good, I think.
 
Yeah. There are civs, like America for exapmle, that have great traits but their UUs SUCK. But others, like Rome, have good UUs but a bad combo of traits. The problem, I think, with specific leaders with specific personalities is you MUST play by how your leader thinks, eliminating many tactic options. I think that'll be fun, but it seems like one of those things people will whine about.
