Why are Theatres so expensive?

    Except, you know, Public Baths doesn't give :health:. It's +3:) for 1:yuck:, and +5 to crime rate.

    Aqueduct is rather expensive, and I usually build it last if at all. Happiness is so much more useful, after all, 1:yuck: = 1:food:, and :food: is usually easy to come by.

    I always thought it'd be neat to be able to use the spring spell to provide Fresh Water to a city...

    Might be better as a passive effect of water mana: all cities get the +2 health bonus from fresh water regardless of placement. As it stands, water is pretty weak.

    Maybe give aqueducts and public baths a building bonus for marble?
