[NFP] Why can I NOT build a DAM here?

You can build dams on the coast if you like. I don’t think it’s a lake issue.

Just curious due to where the word Danube is.
Are you 100% sure that the river is the danube along the entire length? If the tile you mention is the beginning of another river it might only have 1 edge on each.

Edit: Also, consider reading the Hansa guide in my signature, specifically go to the updates tab. This region can definitely be optimized a little, although it's always nice to see germany players hustling regardless!

Lake thing is just my assumption. However I don't think a lake/sea parallel to the section of a river where you want to build a dam - which means the dam will be perpendicular to both the river and the lake/sea - is a common situation.

I've never noticed a lake/coast limitation on damns. I don't think that's a thing. It's certainly not documented anywhere that I can find.

I thought about the "two rivers" thing because of the label placement, but I don't see a label for the other river in that case.

I don't think two river thing is the case - it is very clear that the Danube River in the screenshot doesn't have any branches or confluences. There is visually only one river here.
 
After restarting the game (on Steam), and reloading. Now the valid locations where the game allows me to build a dam has FLIPPED.

Now the previous location which was not allowed, is allowed. Vice versa, the previous allowable location, is no longer allowed. I have no insight as to what the logic is here. I'm just going to keep playing and chalk this up to some sort of weird bug.
 
The tile is owned be the other city.

Edit: maybe that's not clear enough.

Make sure the city you're using to attempt to build it actually controls the tile. It most likely belongs to the other city

Edit2: I reread your first post. Do you have a direct link to the tile? Play around with changing ownership of the tile.

I've had this happen to me before. I think I changed the tiles around, ended the turn, then set it back and it worked.
