Why can't I build Hoover Dam???

It's late in the game (2030AD) and I just bought Electronics from the Iroquois and I'm trying to switch my capital from building a hospital to building the Hoover Dam Wonder and I don't have the option available. Am I missing something? I thought that all that was required to build the wonder was Electronics. Please help!!

Your city needs a river to be able to build the Hoover Dam. Oh, by the way, the Hoover Dam acts like a hydro plant in every city that has a factory, regardless of that city having a river or not.

If the Hoover Dam doesn't show as an option at ALL, then that city isn't on a river.

If it shows, but is grayed out, then one of your other cities is already working on the Hoover Dam or that city is currently unable to switch to the production of a wonder for some reason - usually because you rushed production.

Oh well, I'm playing the GOTM and don't have any access to a river (there isn't one on the whole %$#@ map!!!).
