Why can't I declare war?

Hi, I'm trying to declare war on the Ottoman empire but when I request an audience with them it says that I can't declare war until the current peace treaty expires.

Maybe I'm just confused about the diplomacy screen but when I checked all 3 tabs of the diplomacy overview it shows that I have no treaties with them. On current deals I have nothing with the Ottomans. The last completed deal I had with them was a peace treaty that ended well over 10 turns ago. On global politics it just says for the Ottomans "no diplomacy actions" or something like that. They aren't allied with any city states either.

Anyone know what's going on?
 
Thanks for helping with my question, and wow that is a terrible bug. That's gamebreaking for my Russian empire that's trying to claim all it's historical territory lol.

While I've got this thread open and instead of making a new one, I'm guessing there's a known bug in the number of strategic resources too huh? My Russians have only 6 horses total in their lands so far, so with their special ability that gives me 12 horses. The game says I have 15 total though with 5 in use. I know I have at least 2 or 3 deals with other empires in which I sold them 5 horses each as well. So yeah, the numbers don't add up.
 
had that too with germany , and i gave it the benefit of the doubt for a long time with my roman empire. when i had them completely surrounded and waited for like 100 turns i finally accepted this is one of the many gamebreaking bugs out there. Should be easy to spot for any beta tester running his 4th or 5th game as i had this twice in 6 games now.
 
I think nukes bypasses peace treaty mechanics. So you give their territory collateral damage with a nuke to declare war.

But yeah it's an annoying bug. And there's also one that spams "peace treaty has ended" every turn as a notification in your bottom right.
 
I had the same issue. I was England and conquered all my rivals but (coincidently) the Ottomans. I was in a perpetual peace treaty with them. No matter how much I pissed them off, they would not declare war on me.
 
So......even thought it was officially declared fixed it hasn't actually been fixed?

If Firaxis can't even fix such a basic problem with the game mechanics even though they have have already claimed to have done so then I guess we can kiss any chance of them being able to fix any of the actual major problems with the game good bye.

Mac has a different patch status, it's not the same like in the windows version, so the problem is fixed, just not on Macs.

gaaaaaah. I'm having this issue now too. but not like you guys are describing. "Declare War" is not "greyed out".... in fact it doesn't appear at all for many different civs. Maybe because this thread is months old and some patch has taken this out.

Also... craaaaap.. some other stupid patch appears to have taken out the one fix that people proposed here. I bought an Atomic Bomb and was all ready to use it to start a war with England... but when I go into Nuke Mode to launch the weapon... I can't bomb anywhere where the blast radius would affect one of these civs that I am not allowed to declare war on. AAAARRRGH.

Would one of these two things have made a difference???

1. Just before trying to declare war on England, I took about 10,000 gold from them. I kept trading them resources in exchange for money, knowing that I was going to declare war on them soon and it would automatically cancel the deals (but I would still have the cash). I don't think this is the problem, as a) I've done this many times before. Dastardly, I know. and b) I also cannot declare war on Australia and ceveral other civs that were not part of the deal. However, I did several different deals and got a lot of money from her so we have like 5 different active deals now...

2. Last turn I also became allies with about 6 new city states. Is it possible that some past politics involving the city states have hampered me? Maybe someone allied with these city states made a peace treay with Elizabeth and now that I am allied with those city states I must honor the peace treaty??? Is that possible?

So friggin' frustrating...
 
Sorry, this is not a bug... I found out it's actually part of the scenario I'm playing. Certain civs are in a state of permanent peace with each other. My mistake.
