Why can't I move here?

I have met them. I'm not at war with them, like that should matter. I'm only trying to move 1 space, so it can't be ZoC. And it might be hard to see under the red circle, but yes this area is highlighted in blue. Is this a bug?

No, does that matter? I've never heard of that being an issue. Is that a new thing? I thought you could traipse through a CS's boarders anytime you wanted, no matter what.
 
No, you can still do it; you'll just incur a trespassing diplo penalty.

Yeah. I do that all the time. So that's definitely not it.

Maybe it's what the first guy said, but I'd like confirmation. If that's the case it's really strange that I never encountered that before. Over 289 hours logged and I'm just finding this out? hmm, guess it's possible that I only walked through their boarders while exploring early, when most CS's aren't allied. Still strange.
 
I have noticed that the "main land tile" that is attached to Rock of Gibralter shows up like a regular tile but you are not able to move onto it. Now looking at that pict it looks like the CS has improved that tile so Im not sure that is the case. Also sometimes I have seen where there is a brief graphics glitch where you dont see a unit but who knows.
 
I have been denied access like this before and was not completely sure of the reason. It seemed to involve relations with the AI it's allied too, but I was not at war with them although they definitely did not like me (previous wars that hurt them).
 
I have definitely seen situations where the graphic for an enemy unit is not displayed, but there is a unit there. I'm assuming you have already moved forward in that game, but if not, try setting up to fire with your cannon on that spot to see if you get combat odds or anything.

awww, too bad I didn't think of that. I do get some odd glitches with unit graphics. Mostly it's when a unit moves or dies, its "ghost" will just stay there until I close the game. In that game I was having an issue where it wouldn't tell me who a unit belonged to. Neither of these problems occurred until they patched the game back in June, btw

Their ally is friendly with me, if that means anything to anyone.

So, no one knows for absolute sure whether or not we're allowed to move into a CS's boarder if they have an ally?
 
Yeah, the only thing I can think of is an invisible unit. They can sometimes do that unfortunately. Ally relations should have nothing to do with it. The tile is improved so obviously not a graphically incorrect mountain.
 
I this it has to due to the relations with the allied Civ and a previous war with the Civ. To fix this ally the City-State and then allow the alliance to lapse and you will have access again.
 
My money is on invisible unit. I've seen this a few times then halfway through my turn the unit will render when I come back to that part of the map.

France is their ally, and they are one of the only two civs I haven't been at war with.
